The Capacity Development Partner Grants program supports organizations that deliver technical training and capacity-building activities for local governments. Through GMF's Local Leadership for Climate Adaptation initiative, funding is available to design and deliver training that helps municipalities and Indigenous communities assess climate risks, integrate adaptation into plans and systems, implement climate resilience projects, and explore innovative approaches to financing adaptation initiatives.

Objectives

• Build local government capacity to address climate risks.
• Accelerate climate adaptation planning and implementation.
• Support equitable and inclusive adaptation practices.
• Promote nature-based and low-carbon adaptation solutions.
• Increase readiness to pursue innovative financing approaches for adaptation projects.

Eligible Activities

Projects must focus on one of the following priority areas:

Climate-Ready Plans and Processes

• Climate risk assessments.
• Adaptation planning.
• Integration of climate resilience into municipal plans, policies, systems, land-use planning, and asset management.

Adaptation in Action

• Training related to project scoping, design, and implementation.
• Capacity building for climate adaptation infrastructure projects.
• Nature-positive and equitable adaptation solutions.

Financing Adaptation

• Training on non-grant funding mechanisms.
• Capacity building related to loans, levies, blended finance, and other financing tools.
• Project readiness and financing strategies.

Eligible delivery methods include:

• Foundational technical assistance training.
• In-depth technical assistance training.
• Collaborative training and peer-learning activities.

Ineligible Activities

• Projects led by private-sector for-profit organizations.
• Projects led by federal, provincial, territorial, or municipal governments (except qualified local governments specifically eligible under this stream).
• Activities unrelated to climate adaptation capacity building.
• Projects outside the program's priority focus areas.
