Description

The Commemorative Partnership Program provides funding to organizations undertaking remembrance initiatives that honour those who served Canada in times of war, military conflict and peace since Confederation (1867). The program supports two main types of projects through distinct funding streams, each with specific deadlines and funding amounts.

Community Engagement Funding:

Supports remembrance initiatives including commemorative activities (events, ceremonies) and development of commemorative materials (learning resources, educational programs). Projects must engage youth, Veterans, Canadian Armed Forces members and/or the general public in recognizing service and sacrifice.

  • Local projects (up to $5,000): Applications accepted year-round
  • Regional projects (up to $10,000): Applications accepted year-round

Community War Memorial Funding:

Supports construction, restoration or expansion of community war memorials. Priority is given to expenditures related to structure, accessibility and safety of memorial sites. War memorial projects require bilingual inscriptions for new construction and must demonstrate ownership and ongoing maintenance arrangements.

  • Small restoration projects (up to $10,000): Applications accepted year-round
  • New construction or large restoration projects (up to $25,000) for projects taking place April 2026–March 2027: Deadline December 1, 2025

Dedicated Funding Streams:

  • No. 2 Construction Battalion (up to $50,000): Dedicated funding for community engagement or war memorial projects commemorating the legacy of No. 2 Construction Battalion (provided by Department of National Defence based on National Apology Advisory Committee recommendations). For projects taking place April 2026–March 2027. Opens December 1, 2025; closes January 31, 2026.
  • Persian Gulf Veterans (up to $25,000): Special funding for the 35th anniversary of the Gulf War's end, supporting community engagement or war memorial projects focused on commemorating Persian Gulf Veterans' service. Deadline March 31, 2026.

Project Requirements:

  • Must commemorate achievements and sacrifices of those who served Canada post-Confederation (1867)
  • Finite duration with clear start and end dates
  • Cannot duplicate VAC commemorative initiatives
  • Cannot be dedicated solely to an individual
  • Cannot be completed before application submission
  • Must demonstrate organizational capacity to deliver project

Eligible Expenditures:

Community Engagement projects may include: professional fees, administrative costs, equipment and facility rental, reasonable hospitality, travel costs, material development and distribution, salaries/wages, and construction costs for permanent exhibits.

War Memorial projects may include: professional fees, administrative costs, equipment and machinery rental, travel costs, salaries/wages, design or assessment fees, monument relocation costs when warranted, and construction expenditures.

Ineligible Expenditures:

International air travel, land or building purchases, operational/fundraising costs, book publishing, documentary production, insurance, landscaping for enhancement purposes (war memorials), and projects on federal land (except Reserves).
