The Stormwater Transformation Optimization and Resilience for Municipalities (STORM) program provides funding to help Nova Scotia municipalities advance stormwater management through targeted planning, analysis and program development.

Projects must demonstrate measurable improvements in at least one of seven key areas:

• System understanding and data
• System performance and risk awareness
• Risk identification and solution development
• Decision-making and investment planning
• Program delivery and integration
• Climate resilience and adaptation
• Performance monitoring and continuous improvement

Eligible projects may include stormwater data collection and monitoring, hydraulic or hydrologic modelling, flood and climate risk assessments, infrastructure planning and investment prioritization, policy and bylaw development, governance and program implementation, in-stream flow monitoring equipment, GIS licences and GIS training.

Eligible Costs

• professional services
• equipment for approved project activities
• community engagement
• permit fees to carry out the project

Ineligible Costs

• construction, retrofits or installation of infrastructure
• land acquisition
• leasing land, buildings and other facilities
• real estate fees and related costs
• organizational overhead costs (like salaries and employment benefits already included in your operating budget)
• operating expenses and routine maintenance
• financing costs
• costs not directly related to the project
• non-fixed assets that are not essential to the project
