Description

The program provides funding for community-driven projects that support workforce planning and skills training in communities experiencing mass layoffs. Mass layoffs can severely impact communities with effects beyond job losses, affecting workers, families and the economy.

Program Objectives:

  • Bring together community-based organizations (employers, training providers, others) to develop community workforce plan identifying impacted workers, local employers looking to hire and skills required to meet demand
  • Help workers develop skills needed to transition to new jobs through training and work experiences
  • Support employers to fill jobs in demand

Mass Layoff Definition:

  • Permanent layoff of 50 or more employees in one establishment, in one community over 4-week period
Eligibility Requirements

Mass Layoff Must Meet All Criteria:

Criterion 1: Mass layoff occurred on or after April 1, 2024, and is permanent layoff of 50 or more employees in one establishment, in one community within 4-week period

Criterion 2: Mass layoff represents at least 5% of sub-industry's (3-digit NAICS code) total employment in the community
Exceptions: This criterion not required if:

  • Affected community has population less than 10,000, OR
  • Mass layoff involves 250 or more individuals

Criterion 3: Local labour market conditions make it difficult for affected workers to transition to new jobs (must provide indicators such as higher than average unemployment rate, skills mismatches, low job vacancy)
