Description

The National Anti-Racism Fund (NARF) Events and Youth Initiatives Grants support community-based events and youth-led or youth-focused initiatives that advance anti-racism, inclusion, intercultural understanding, and community engagement across Canada. Funding is available for conferences, workshops, festivals, exhibits, reconciliation activities, and other public events that address systemic racism, support research and education, raise public awareness, or promote cultural and intercultural community-building.

Objectives

Projects must align with one or more of the following objectives:

  • Address systemic racial barriers and promote inclusion in public life, education, healthcare, employment, justice, and public services.
  • Increase access to research, data, evidence, and community knowledge on race relations and anti-racism.
  • Raise awareness of systemic and institutional barriers affecting racialized communities.
  • Foster intercultural dialogue, collaboration, reconciliation, and community-building.

Eligible Projects

Eligible projects include community-based events and youth initiatives that:

  • Increase public awareness of race relations, anti-racism, anti-hate issues, or cultural diversity.
  • Increase understanding of barriers related to race, culture, ethnicity, or religion.
  • Build community knowledge and capacity to address racism and discrimination.
  • Engage youth under age 30 through youth-led or youth-focused programming.
  • Take place between December 1, 2026 and November 30, 2027.

Eligible expenses 

Expenses for Events and Youth Initiatives can include:

  • Personnel and staffing costs
  • Program costs such as speaker honoraria, venue-related expenses, equipment, marketing and communications, catering, transportation, etc.
  • Overhead and administrative costs directly associated with Events or Youth Initiatives can be requested to a maximum of 15% of the total budget. Overhead and administrative costs include: supervision, bookkeeping/accounting, audit expenses, telephone/internet, etc.

Ineligible expenses 

Expenses for Events and Youth Initiatives cannot include:

  • Costs (e.g., loans, grants, or scholarships) that are related to direct financial assistance in the form of payments to individuals or families
  • Partisan political activity that directly or indirectly promotes a political candidate or party
  • Ongoing occupancy costs and purchase of investment in real property (real estate, land, building, etc.)
  • Services covered by provincial health authorities
  • Services provided by medical professionals or regulated health professionals other than social workers or social service workers
  • Support of operating deficit
  • Cost of alcoholic beverages
  • Basic shelter beds or transitional housing beds
  • Contingency
  • GST, PST, HST as a separate budget line

  • Funding Notes
    • Successful applicants receive 80% of funding upon contract signing and the remaining 20% after submission and approval of the final report.
    • Overhead and administrative costs are eligible up to 15% of the total project budget.
    • One application per organization. Existing recipients of Canadian Heritage anti-racism funding may only apply to expand or extend an existing initiative.
