Description

The HCi3 Grant Program supports innovative, community-driven projects that help Halifax/Kjipuktuk reduce greenhouse gas (GHG) emissions through a just and equitable low-carbon transition. Projects either directly reduce emissions or lay the groundwork for ongoing reduction efforts, while integrating Reconciliation and social equity into climate solutions.

The program offers two funding streams. The Acceleration Stream provides grants up to $75,000 for larger, scalable initiatives ready to accelerate their impact, with projects up to 24 months in duration. The Catalyst Stream provides grants up to $10,000 as seed funding for new or emerging climate initiatives, with a simplified application process.

Funding Priorities:

  • Low-carbon housing: Building retrofits, net-zero new construction, and workforce and capacity development
  • Community-based renewable energy: Renewable energy projects that prioritize social equity, inclusive engagement, and innovative financing strategies
  • Shared and electric transportation: Electric and/or shared mobility solutions with community-wide benefits, such as e-bikes or car sharing

Projects outside these priority areas may still be considered if they demonstrate significant potential to reduce GHG emissions. Contact HCi3 to discuss. A minimum of 50% of grant funding is reserved for projects that advance social equity in climate action.

Eligible Organizations:

The program welcomes applications from a broad range of organizations and companies. The following are not eligible to apply:

  • Individuals
  • Individual schools or classrooms
  • Provincially owned entities, including crown corporations
  • Political parties

Applicants must be based in or actively engaged in Nova Scotia. Out-of-province partners may join the application as long as the primary applicant meets this criterion. Projects led by or partnered with organizations representing historically racialized or marginalized communities are viewed favorably.

Project Eligibility:

Projects must meet all of the following requirements:

  • Lead to direct and/or potential reductions in GHG emissions over a 20-year period
  • Secure a minimum of 20% matching funds (can include multiple sources; non-cash/in-kind contributions such as salaries are accepted, provided they are auditable and directly project-related)
  • Occur primarily within Halifax Regional Municipality (HRM) — HCi3 will consider initiatives outside HRM boundaries for projects led by First Nations or African Nova Scotian communities, or those significantly involving these communities
  • Demonstrate scalability or replicability, both within and beyond HRM
  • Yield multiple community benefits (e.g., enhancing social equity, promoting Reconciliation, improving affordability, fostering job and skill development, enhancing biodiversity, or strengthening community resilience)
  • Be completed within a maximum of 24 months from the start date

2026 Application Deadlines:

The two streams follow different timelines. The Catalyst Stream accepts applications on a rolling basis until funds are allocated. The Acceleration Stream has two intake periods per year:

  • Spring 2026 Intake: Expression of Interest due March 23, 2026; full applications due April 13, 2026
  • Fall 2026 Intake: Expression of Interest due October 5, 2026; full applications due November 2, 2026

Matching Fund Requirements:

A minimum of 20% of total project costs must come from matching funds or in-kind contributions. There are some restrictions on matching funds from provincial and federal government sources, which HCi3 discusses on a case-by-case basis.
