Description

The Provincial Capital Assistance Program (PCAP) supports investment in high-priority municipal infrastructure projects across Nova Scotia. The program can have the largest impact when used for study or design work that prepares municipalities or villages for larger funding opportunities, though it also funds construction and equipment acquisition.

PCAP prioritizes projects that eliminate serious environmental and health problems (both actual and potential) and address critical capacity issues. The Province encourages inter-municipal cooperation, and collaborative projects may receive special consideration in funding decisions.

Eligible project categories:

  • Water infrastructure: Construction of water intake, treatment, pumping and storage facilities; well field exploration and development; installation of water transmission and distribution systems.
  • Wastewater infrastructure: Construction or expansion of treatment and disposal facilities; construction of collection systems; installation of individual and communal in-ground sewage disposal facilities within Wastewater Management Districts.
  • Stormwater management: Construction of storm sewer systems.
  • Solid waste management: Construction, acquisition, upgrading or expansion of solid waste management facilities and equipment.
  • Studies and engineering: Pre-design and design work, engineering studies, preparation of design drawings and specifications, construction inspection and administration related to any eligible project category.

Project requirements:

Applicants must demonstrate ability to cover remaining project costs through municipal and/or other funding sources. Each municipality or village may submit a maximum of two applications per intake. Preference is given to applicants with no current PCAP active projects or outstanding reporting requirements with the Department.
