Description

The Residential Resilience Financing (RRF) program provides grants for municipalities and partners to complete program design studies that expand or develop local residential financing programs, enabling homeowners to undertake climate resilience upgrades together with energy efficiency measures.

  • Programs are primarily based on the Property Assessed Clean Energy (PACE) model, though other models may be considered case-by-case.
  • Eligible resilience upgrades address hazards such as flooding, wildfire, drought, extreme heat and severe weather events.
  • Studies must assess local needs and design financing programs that are sustainable, equitable and integrated with existing retrofit programs.

Key study components include:

  • Local climate hazard assessment and rationale
  • Target audience and eligible measures
  • Financing model, terms and process flow
  • Uptake analysis and sustainability plan
  • Engagement with municipalities, insurers, equity-deserving groups and other stakeholders
  • Integration with energy efficiency retrofit programs
  • Program evaluation and monitoring plan

The RRF initiative provides funding for the following climate hazards: flooding, extreme heat, severe weather (wind, hail), wildfire and drought.

Additional information

Note: Non-municipal applicants must partner with a municipality and provide municipal council resolution.
