This Sustainable Affordable Housing funding supports affordable housing providers in developing retrofit pathway studies that guide energy-efficient building upgrades over time. Rather than focusing on a single deep retrofit, the studies evaluate phased retrofit options over 10- and 20-year periods, helping organizations integrate energy efficiency into asset management and capital planning.

Objectives

• Improve building energy efficiency and reduce greenhouse gas (GHG) emissions.
• Support informed capital planning and asset management decisions.
• Identify cost-effective retrofit opportunities that maintain affordability and building performance.

Eligible Projects
Retrofit pathway studies must:

• Assess current building energy use and GHG emissions.
• Identify future repair and replacement needs over 30 years.
• Evaluate energy conservation measures and retrofit opportunities.
• Compare at least three retrofit scenarios, including:
  • one standard replacement ("like-for-like") scenario; and
  • at least two higher-performance scenarios meeting energy or GHG reduction targets.
• Include financial analysis of capital costs, funding opportunities, and projected energy savings.
• Apply to a single building or a portfolio of buildings.

Eligibility Requirements

Applicants must:

• Own or manage eligible affordable housing.
• Complete a retrofit pathway study for one or more eligible buildings.
• Meet the program's study and performance requirements.
• Submit a pre-application before being invited to submit a full application.
