Description

The Local Leadership for Climate Adaptation (LLCA) Feasibility Studies support local governments in determining the practicality, viability and likely success of proposed climate adaptation projects. Studies are designed to prepare local governments to implement projects that reduce climate risk in their communities.

Feasibility Studies funded through this program are intended to prepare municipalities for Implementation Project applications by providing evidence-based approaches to manage climate risk. Upon completion, municipalities should be ready to apply for an Implementation Project with confidence in their proposed approach.

Key Requirements for Feasibility Studies:

  • Must be for a future Implementation Project under $1 million in eligible costs
  • Must address climate risks through infrastructure, service improvement, or program implementation
  • Project must be ready for Implementation Project application upon feasibility study completion

Mandatory Study Components:

  • Project description and objectives, including site considerations
  • Technical feasibility to address identified climate hazard(s)
  • Cost estimate and design (if required)
  • Flood exposure analysis
  • Equity assessment determining impacts on equity-deserving groups
  • Assessment of natural infrastructure incorporation potential

Note: Non-municipal applicants must partner with a municipality and provide municipal council resolution.

    • Standard cost share: 80% of eligible costs
    • Enhanced cost share: 90% for rural, remote, or small communities (under 10,000 population)
    • Maximum cost share: 100% for Indigenous community involvement
