Description

The Local Leadership for Climate Adaptation (LLCA) Implementation Projects support municipalities in implementing on-the-ground solutions to respond to climate risks. These projects aim to reduce vulnerability and increase resilience in response to observed or expected changes in climate and associated extreme weather events.

Implementation Projects can involve measures such as improving infrastructure to withstand extreme weather, installing new measures to reduce impacts on the community, modifying the landscape to reduce wildfire risks, or bolstering municipal services to better support vulnerable community members.

Project Types Include:

  • Installation/retrofits of structural flood protection and stormwater collection works
  • Projects that increase municipal services responding to climate adaptation priorities
  • Installation of back-up power on critical infrastructure
  • Relocation of municipal infrastructure
  • FireSmart vegetative management and wildfire risk mitigation
  • Installation/upgrades of public structures for climate resilience
  • Wetland restoration or construction
  • Green infrastructure installation (rain gardens, green roofs, permeable pavement)
  • Shoreline rehabilitation and natural infrastructure
  • Slope stabilization projects
  • Public cooling/warming infrastructure installation
  • Operational Testing projects (incremental use of existing assets up to 18 months)

Project Requirements:

  • Must be new initiative or incremental scope that increases climate resilience
  • Maximum eligible expenses of $1 million
  • Must demonstrate clear climate risk reduction potential
  • Must complete feasibility study or other assessment to estimate costs and benefits
  • Must implement on-the-ground solutions upon completion

Enhanced Cost Share Eligibility:

  • Rural, remote, or municipalities under 10,000 population: +10%
  • Collaboration between two or more municipalities: +10%
  • Projects meaningfully addressing anti-racism, equity and/or reconciliation: +10%
  • Projects that emphasize nature-positive adaptation: +10%

Note: Non-municipal applicants must partner with a municipality and provide municipal council resolution.

    • +10% for natural infrastructure emphasis
